Beijing residents will have to study from “anti-terrorism” manuals

In another attempt to crack down on the terrorist threats the Chinese government is publishing an “anti-terrorism manual”.
The purpose of the manual is to educate the Beijing residents and give them skills to react to possible security threats.
39 different possible threats have been identified and include everything from arson to hijacking and even possible nuclear attacks.
Hm there is a bit from the manual that I find a bit baffling – “When you notice something suspicious, you need to check it first, then listen, then smell, but try to avoid touching it”.
I presume that does not apply to the possible chemical or nuclear threats because you can be damn sure your nose will fall off if you go about sniffing something that is possibly radioactive.
